【现状】OpenHarmony编译system总耗时14min，ark_aot_compiler构建耗时466秒，即使关闭flto构建耗时156秒，成为system效率提升提升的关键路径，严重阻塞了系统组件的构建效率提升。
从trace看ark_aot_compiler耗时是其他模块耗时的几百倍
